OUR SERVICES

Comprehensive infrastructure planning, forecasting, and analysis.

01.

FORECASTING AND MODELING

Forecasting and modeling are essential tools for understanding and managing change. As economists and econometricians, we use these tools to help our clients gauge opportunities, quantify risk in potential infrastructure partnerships, and understand challenges ahead for existing services. Our work includes:

  • Ridership forecasting for Long Island Railroad, Metro-North, NYC Transit, and ferries

  • Impact of congestion pricing on traffic and revenue of tolled bridges and tunnels, including the Hudson River bridges

  • Price elasticity studies of fees, fares and tolls

  • E-commerce forecasting as it impacts last mile congestion and air cargo mix

  • Demand on port and rail infrastructure

  • Changes to the mix of freight

  • Labor forecasting for operational plans

02.

FREIGHT PLANNING

Planning for freight improvements requires insight into macroeconomics and trade patterns which alters demand for cargo facilities. We have assisted asset owners with:

  • Freight and commodity forecasting by trade in containers, bulk, and neo-bulk

  • Assessing truck growth

  • Analyzing port capacity and competitiveness

  • Fee studies for developing more efficient pricing systems

  • Intermodal rail capacity planning

  • Air cargo planning

  • Solid waste recyclable commodity and generation studies

  • Sustainability improvements to the waste sector

  • Rail freight car leasing market analysis

  • Cost benefit studies for grant applications

03.

ECONOMIC IMPACT AND COST-BENEFIT ANALYSES

We help owners identify key capital projects and prioritize critical maintenance. Cheng Solutions work includes, among others:

  • Modeling cost of delay and economic impact in the event of an outage of vital transport facilities in a major metropolitan area

  • Alternatives assessment for maximum economic development impact and environmental impact assessments

  • Grant funding for rail, highway and port projects

04.

FERRY SERVICE ASSESSMENTS

We have completed numerous ferry assignments for the NYC Economic Development Corporation, Port Authority of NY and NJ and North Jersey Transportation Planning Authority as well as private-sector clients such as Hornblower, one of the world’s largest ferry and cruise companies operating in 125 U.S cities. Our ferry work includes examining the feasibility of new routes as well as expansion of ridership on existing routes.

05.

ASSET MANAGEMENT

Addressing maintenance cost and asset reliability is key to ensuring reliability of strategic assets and lengthening their useful life. Our work includes projects for MTA’s Metro-North and New York City Transit as well as for the Port Authority of New York and New Jersey.
