Behavioral Study for PANYNJ
REMOVING THE GUESSWORK
Conducted for the Port Authority of New York and New Jersey (PANYNJ), this behavioral study examined choices of passengers and commercial vehicle users with the transition to cashless tolling and the anticipated implementation of congestion pricing zones in Manhattan. Cheng Solutions was tasked to examine the commercial vehicle market. To do this, we designed and implemented telephone surveys of trucking company logistic directors to examine preferences, routing and behaviors under various toll and time scenarios. This survey also captured commercial vehicle impacts due to the pandemic. Essential to this effort was interviewing key decision makers for commercial truck routing. The survey captured a sample representing various commodities, including food, retail goods, and construction materials, through interviews with trucking firms controlling over 3,000 weekly crossings of the Hudson River.
SIGNIFICANCE
With commercial operators bringing essential goods and supplies into the city every day, it's important to understand which tolled routes are used and how with the advent of new tolling technologies.
